The National Transportation Safety Board issued recommendations to the FAA, citing concerns about Part 91 revenue passenger-carrying operations that affect jump aircraft and their pilots. The safety board’s recommendations follow several high-profile accidents—including the 2019 Hawaii King Air crash (NTSB Aircraft Accident Report here)—which it determined was caused by, “the pilot’s aggressive takeoff maneuver, which resulted in an accelerated stall and subsequent loss of control at an altitude that was too low for recovery.” The NTSB will expect the FAA to develop national safety standards for initial and recurrent pilot training, and maintenance and management policies to address maintenance procedures. The safety board will also expect the FAA to require safety management systems (SMS) for revenue passenger-carrying operations and to develop a database that would facilitate oversight of each operator and its SMS.
